United Airlines' pension struggle / Federal agency wants to take over plan for 36,000

The federal agency that helps guarantee pensions said Friday it will ask to take over the pension costs of more than 36,000 active and retired ground employees at bankrupt United Airlines, a move that will likely reduce benefits to those retirees.
